SHANGHAI TRANSPORTATION ELECTRONICS ASSOCIATION
Shanghai Transportation Electronics Association (“STEA”, or “the Association”) was established in July 2008 by a group of 13 founding companies, including Shanghai Automotive Industry Corporation Group (“SAIC”), China Aeronautical Radio Electronics Research Institute (“CARERI”), Shanghai Waigaoqiao Shipbuilding Co., Ltd (“SWS”), Shanghai Electric Transport Co., Ltd., Shanghai Feilo Co., Ltd., Shanghai Heda Auto Accessory Co., Ltd and other companies. Fully in compliance with the government regulations such as “Rules for the Registration Administration of the Non-Governmental Associations” and “City of Shanghai’s Policy to Promote the Development of Industry Associations”, STEA registered with both Shanghai Civil Affairs Bureau (July 2008) and State Administration of Taxation, Shanghai Bureau (August 2008). Voluntarily created by peer companies in Shanghai’s transportation electronics industry (“the industry”) and other related business entities, STEA (with a legal person status) is a non-governmental, non-profit association, providing a variety of services for the industry members (including both private and public entities), as well as helping to implement industry self-regulation.
STEA currently has more than 60 members, including companies in areas such as automobile manufacturing, auto-parts and vehicle sub-systems, avionics systems, marine engineering, electronic automation of marine equipment, mass transit equipment and electronic control systems, industrial software, and integrated circuits, as well as colleges and universities, research institutes, and local branch offices of well-known multinational companies. In addition to providing leadership to the industry and influencing peer companies in a positive way, the aforementioned members have contributed greatly to the local economy in Shanghai, generating a combined annual sales of over RMB 200 Billion.
The Association’s inaugural council is composed of 20 directors/entities, with the SAIC Group serving as the presidential entity. Mr. Jiang Zhiwei, VP of SAIC Group, is the president. Mr. Tu Chuanqi is the secretary-general.
The supervising government entity for STEA is Shanghai Municipal Economy and Informatization Commission (Shanghai Municipal Informatization Commission). STEA is a member of Shanghai Federation of Industrial Economics.
Membership
Any company or entity (both private and public), as well as college and university, and research institute, which engages in the development, production, implementation, and servicing of the automotive, aviation, marine, and mass transit transportation equipment and electronic information and control systems.
Purpose
- To operate lawfully and comply with the constitution, laws, regulations, and policies of the People’s Republic of China.
- To organize and bring together industry and social resources, and carry out its principle activities of serving, self-regulating, representing, and coordinating for the industry members.
- To become the communication channel between government and the industry; to improve the global competitive ability and to build up and foster self-developed brand names by local enterprises; to help enhance the innovative ability of the advanced manufacturing industries in Shanghai; to promote cooperation domestically and internationally; and to help grow the industry in a sustainable and efficient way.
Main Activities
To conduct industry research, and to compile, analyze, and disseminate industry information; to enhance cooperation and promote new product and technology advancement; to protect intellectual property; to provide training, education, and consulting services on the industry; to conduct trade promotion activities, including exhibition and attracting investment; to publish information; and other activities, including ones designated by the government (obtain related administrative permit if needed).
Main Responsibilities
- To promote and implement the underlying guidelines and policies (mandated by the government) related to the transportation electronics industry, which covers automotive, aviation, marine, and mass transit (track), helping to enhance the innovative ability of the industry in Shanghai and to push forward the development of the advanced manufacturing industries.
- To collect and analyze industry information (both domestic and international), and to carry out research on topics such as creating positive industry development conditions, and studying related industry policies, technologies, applications, and end-markets; to provide industry development information to its members; and to assist the government in its planning, policy making, and decision making related to the industry.
- To represent the industry and to communicate with the related government entity, regarding the industry’s requests and appeals, as well as other activities related to the benefits and economic progress of the industry; and to offer suggestions regarding the legislation and policy making related to the development of the industry.
- To represent the industry member and to request government investigation regarding anti-dumping and anti-subsidy activities (or to request protection measures), and to assist the government in completing the investigation.
- To abide by the principles of integrity and trust, and to set the industry standards and monitor the compliance of entities with the industry. For violation of the industry standards, and detriments made to the image and well-being of the members, take appropriate industry self-regulatory measures, and bring the offender to the competent authority for investigation.
- To encourage industry exchanges (both domestic and international), and to research on technology trend, publish market information, promote industry products, and develop favorable brand recognition and industry image.
- To promote cooperation among various parts of the industry value chain; to encourage collaboration between entities within the transportation electronics industry and those in automobile, aviation, marine, and rail transportation and equipment manufacturing industries; to assist with the public promotion of major scientific research topics in the industry; to advocate the development of industry-related standards, industry R&D systems, and integration of related pillar industries.
- To advocate protection of intangible properties and know-how in the industry, encourage active participation by entities in the industry, protect the intangible property rights of innovations; raise core competitiveness of the entities in the industry.
- With due authorization by related government entities, to assume the following tasks of the transportation electronics industry: validate and test products, assess technical qualifications, conduct industry surveys, outline industry development plan, develop industry technology standards, and provide industry valuation and advisory services.
- To organize various levels of technical trainings and studies related to the industry, as well as cross-region exchanges.
